NOSTROY holds panels within Russian Construction Week 2022

NOSTROY, the National Association of Home Builders and EXPOCENTRE AO have organised the Panel on Procurement and Pricing within the supporting programme ofRussian Construction Week 2022 and the RosBuild 2022 exhibition opened at Expocentre Fairgrounds. 

Speaking at the panel, Anton Glushkov, President of NOSTROY, drew the attention of his colleagues to the problems of the conclusion and implementation of public contracts at all stages of construction work, as well as the practice of the Russian Federation Government Resolution No.1315 of 09.08.2021 in the regions of the Russian Federation. 

Decree No.1315 gave the possibility of changing the firm price of previously concluded contracts until the end of 2022. The situation on the world stage will require us to make two changes. First, we have to extend the norms stipulated in this decree. The second one is import substitution. At first glance there are not many imported materials used in construction. The share of foreign components does not exceed 12%. But we consider them to be foreign products only. However, if you look around, the level of localised production, the owners of which are foreign companies, is very high," Anton Glushkov stated.  

At the panel there was a substantive exchange of expert opinions on the possibility of changing the terms of state (municipal) contracts, on the procedure for contractors to prepare a justification for changing the contract price in the context of a significant construction price increase, on the procurement of work for the refurbishment of apartment buildings and on other topical issues.

In parallel, NOSTROY held another Panel on Disputes over the Quality of Flats in new Buildings: Court Practice and Problems of Legal Regulation. Its participants, in particular, considered the regional practice of the builder in pre-trial remediation of defects in new housing and suggestions from the professional community on how to improve the legislation.
